What the picture shows

The photograph sought is the raised business streets of the 1860s: new grade, and the older level at the buildings.

Documented context

The raising is documented as city work after the floods. A public-domain photograph of it was not opened. A C.E. Watkins stereograph of J Street, dated 1865, is at the Center for Sacramento History. That institution does not state the scan as free to reuse, so it is not shown.
